New in Tango: State and Local Bids, the Federal Register, Contract Appeals, and More

We shipped a lot of new data in August and September. Some of it is net new to Tango, some is more coverage for existing data, and some is greater depth on records you already query. All of it uses the same API key, the same filter syntax, and the same response shaping as everything else in Tango.

Here's what's new, roughly biggest first, with the caveats you'd want to know before building on it.

State, local, and education solicitations (beta)

/api/sled/opportunities/ and /api/sled/forecasts/

By popular request, Tango now features active State, local, and education (SLED) solicitations. States, counties, cities, school districts, and universities each post solicitations on their own portals, in their own formats. Tango now reads those portals and normalizes what it finds into one endpoint, filterable by state, level of government, status, agency, category code, and deadline, with full-text search that reaches into the attached documents.

Open solicitations are covered for every state and the District of Columbia. Historical ones are still being backfilled, which is one reason this endpoint is labeled beta. The other reason is that coverage varies by jurisdiction, so a thin result for a state is as likely to be a portal we don't read yet as a quiet market. Check /api/sled/opportunities/coverage/ (opens in new tab) before you treat a per-state count as market size.

Part of our work here has been to normalize the data so that you get consistent results across state borders. So, for example, status is our definition, not the portal's definition. State portals often keep calling something "open" after its deadline has passed, so we define status from the response deadline, the portal's own words (awarded, cancelled), and whether the portal still lists the solicitation. If a jurisdiction takes down a solicitation from the portalbefore its deadline, we treat it as status=closed with status_reason=delisted.

The Federal Register, back to 1994

/api/federal_register/

Federal rules and regulations are all published daily in the Federal Register. Now, Tango surfaces every rule, proposed rule, notice, and presidential document published since January 1994. Within Tango, you can filter by CFR title and part, RIN, document type, agency, publication and effective dates, and whether the comment period is still open.

That query returns FAR and agency acquisition-supplement rulemakings you can still comment on. Every field, including each document's full_text, is available on every plan. You can also create an alert with query_type=federal_register to be notified when a matching document is published. See the Federal Register API reference (opens in new tab).

One cool feature is that you can search the federal regulations by agency.

Which means that, with Tango, you can connect federal buying activity with regulatory activity.

Contract appeal decisions from the CBCA and ASBCA

/api/contract_appeals/

A bid protest is a fight over who should win a contract. A contract appeal is a fight over what's owed under a contract that already exists: a claim, a termination, a delay. Those disputes go to the Civilian Board of Contract Appeals or the Armed Services Board of Contract Appeals, and until now their decisions were only on the boards' own websites.

Tango now has about 8,200 of those decisions (CBCA from 2007 on, ASBCA from 2010 on), updated daily. You can filter by board, docket, appellant, judge, decision type, and date. You can paste a docket number straight from a citation and it will match, so ASBCA No. 59116 and 59116 return the same decision.

Full-text search over decision bodies is free on every plan. Reading the decision text itself (decision_text) requires an Enterprise plan. Alerts are available with query_type=contract_appeal. See the Contract Appeals API reference (opens in new tab).

GSA eBuy requests

/api/ebuy/requests/

eBuy is GSA's system for RFQs issued against Schedule contracts, and those requests aren't published anywhere public. If you hold a Schedule contract, Tango can now fetch the eBuy requests that contract gives you access to. You can search them (including the text of their attachments), filter by agency, download the attachments, and set up alerts with query_type=ebuy_request. /api/ebuy/access/ tells you whether it's turned on for your account and which of your contracts it covers.

This one needs a paid plan and separate authorization from us, because it's your contract's access that we're using. If you want it, email hello@makegov.com.

Court of Federal Claims protests from the court's own docket

We have been publishing GAO and SBA OHA decisions for a while now, but now you can access Court of Federal Claims protest decisions through Tango. These opinions and dockets come directly from the court.

Two more agencies' procurement forecasts

The forecasts endpoint now covers the Department of Education and the Securities and Exchange Commission.

• Education publishes a spreadsheet, not a feed, and it has no free-text description field. description is null on these records, and keyword search matches the title. Anticipated award dates are the first day of Education's target fiscal quarter.
• The SEC's forecast lists incumbent contracts that are close to ending. The award date is the end date of the current contract, and the incumbent, dollar band, and PSC are in raw_data. That makes it a recompete list more than a list of new work.

SBA Mentor-Protégé relationships, including inferred joint ventures

About 1,900 active SBA Mentor-Protégé agreements are now entity relationships, linking each mentor to its protégé along with the approval date.

SBA publishes the two firms in each agreement but not the joint venture they formed, and the JV is usually the entity that actually wins the work. Because some of these JVs are not officially listed anywhere, we inlcude a source: "inferred", with a verification_method and a confidence tier, so your code can tell them apart from what SBA itself published. Treat an inferred JV link as a strong lead, not an established fact.

As part of the same change, every relationship entry now has a stable type (prime_sub, parent_subsidiary, ultimate_parent, predecessor, mentor_protege, mentor_protege_jv) and a source. If you were matching on relation: "affiliate", switch to type.

Employee counts and hiring footprint

SAM registrations don't include employee counts but, in part due to the recent proposed rulemaking from the SBA, Tango now includes employee counts and locations on the entity endpoint.

locations is often much broader than the one address on the registration. About 17,000 companies hire in more than one state, and some hire in forty.

Also worth knowing

• agency= now means the same thing on every endpoint. Grants, forecasts, protests, eBuy, the IT Dashboard, SBIR topics, exclusions, budget accounts, and the Federal Register all resolve agency= through the same federal agency hierarchy. A department includes its sub-agencies (HHS includes NIH), and meta.resolved_filters tells you which organization your value matched.
• Attachment document roles. On opportunities and notices, attachments(doc_role) labels each document as a requirement, instructions, pricing, terms, or reference, so you can go straight to the statement of work. Pro plan and above.
• Retired IT Dashboard investments resolve. A UII that an agency folded into a successor now redirects to that successor instead of returning a 404.
